Purpose
The incumbent is responsible for the audit and settlement of auditable contracts and subcontracts that
support the Laboratory’s mission. 
 
Provides Procurement/Contracts Division and the line organizations within the Business Services
Directorate (BSD) the necessary accounting and financial services needed in the negotiation,
administration, and settlement of costs for auditable contracts and subcontracts.
 
Major Duties/Responsibilities
Performs audits on supplier contract proposals prior to the contract award and supports the cost/price
analyst, where appropriate, in evaluating contract proposals prior to award
 
Performs reviews of supplier’s accounting and financial systems/processes, and evaluates the supplier’s
financial system capabilities for contract placement
 
Performs cost incurred audits for ongoing or completed cost reimbursable contracts
 
Performs indirect rate reviews of ongoing and completed cost-type subcontracts
 
Communicates findings from audits/reviews with appropriate personnel and through written reports
 
Works with ORNL’s Internal Audit Directorate staff regarding documentation and support of audit results
 
Provides financial consulting and accounting services to line organizations and Procurement/Contracts in
connection with the negotiation, administration, and settlement of contracts
 
Participates in training courses in order to stay up to date in accounting and audit regulations and
standards, changes in the FAR, etc.
 
Ensures compliance with environment, safety, health and quality program requirements
 
Maintains strong commitment to the implementation and perpetuation of values and ethics
 
Qualifications Required 
Bachelor’s degree in accounting or finance with a minimum of two years of relevant experience or an
equivalent combination of education, training and experience. 
 
Excellent analytical, interpersonal and written communication skills with demonstrated ability to work with
all levels of management. 
 
Excellent computer skills, including working knowledge of software packages including Excel, Outlook,
Word, and Access, is required. 
 
Must possess the ability to concurrently manage multiple assignments and complete them within a
structured schedule within strict time constraints. 
 
Ability to work independently and with minimal supervision is required.
 
 
QUALIFICATIONS DESIRED: 
 
Contract audit experience desired. Knowledge of government contracting regulations (FAR,DEAR, Cost
Accounting Standards, etc.), experience with SAP (ORNL’s integrated accounting system), and a CPA
certification is preferable.
 
This position will remain open for a minimum of 5 days after which it will close when a qualified candidate
