2010 Professional Ethics and Conduct

Objective
This course allows CPAs to meet the requirement of 8G.0410 Professional Ethics and Conduct CPE. As part of the annual CPE requirement, all active CPAs shall complete CPE on professional ethics and conduct as set out in 21 NCAC 8N. They shall complete either two hours in a group study format or four hours in a selfstudy format

Who Should Attend
All active North Carolina CPAs and anyone else interested in understanding current ethical issues related to the accounting profession. Anyone who has attended this course in the past should attend—this is a new course for 2010.

Course Description
This course examines the CPA’s role in the modern economy, standards of ethical conduct for management accountants, the four basic concepts of ethics in accounting, and the AICPA’s rules on independence. Also highlighted are the ten most common violations of North Carolina statutes and rules for CPAs. The course also examines current problems with earnings management in financial statements.

Note: This course fulfills the State Board’s annual two-hour ethics CPE requirement.

Internal Audit Supervisor/Manager    

               

SUMMARY STATEMENT OF JOB’S MAIN ROLE/FUNCTION: 

The internal audit supervisor performs various internal audits for significant locations, business units, business cycles, and processes to ensure compliance with controls important to financial statement reporting required by the Sarbanes-Oxley Act of 2002, general operations, and policy and regulatory compliance.  The internal audit supervisor coordinates and completes audit planning, risk assessments, design and implementation of audit work programs and communicates audit results with internal customers and monitors resolution of all findings.  Limited travel in the Raleigh/Durham area may be required with the potential for short-term travel to the Asia-Pacific region to support and consult with Asian based internal auditors on audits of various business locations. 

 Essential Job Functions/Duties/Responsibilities

  • Performs audit risk assessments, evaluates and documents internal controls, develops audit plans and performs initial and follow-up audits in accordance with established internal audit department standards and procedures.
  • Reviews and evaluates significant business processes e.g., inventory, procurement, equity and stock-based compensation accounting, revenue, and business combination accounting and prepares audit work papers to document work performed in accordance with internal audit standards.
  • Uses skills as an experienced professional with a full understanding of industry practices and company policies and procedures to analyze business processes and resolve a wide range of issues in creative as well as practical ways.
  • Communicates the results of audit procedures and findings and recommendations to management in the form of oral presentations and written reports.
  • Works independently and in a team environment with limited to moderate instruction on day-to-day work or general instructions on new assignments
  • Works independently as a technical audit professional and manages the audit schedule and engagement performance. Can provide direction and leadership for up to two direct reports.
  • Uses available tools such as web-based audit and accounting research, internal control database and audit software and various data mining and analysis tools to obtain solutions on a diverse scope of projects.
  • Possesses spreadsheet software skills needed to quantify and illustrate routine reports, comparisons, impacts, and/or projections.
  • Develops and maintains knowledge of company policies and procedures, current developments in accounting and auditing professions, and changes in local, state, and federal laws as applicable.
  • Prepares and administers the quarterly internal control self-assessment process and communicates results as required in support of management’s certification requirements under the Sarbanes-Oxley Act of 2002, sections 404 and 302.
  • Other special projects, tasks and responsibilities as assigned.

Essential Job Knowledge & Skills (state minimum and preferred qualifications for position)

EDUCATION:

  • Bachelors Degree in Business/Accounting/Finance or related degree required.
  • Advanced degree such as MAC or MBA preferred.
  • At least one of the following professional certifications; CPA, CFE, CIA or CISA required.

-  For general audit opportunity, CPA, CFE or CIA preferred

-   For IT audit opportunity, CISA required

-   If CISA only candidate must be working toward CPA, CFE or CIA

 

EXPERIENCE:

4 - 6 years of experience

Audit Experience: Public Company Internal Audit or Public Accounting Firm Experience (Big 4 or Large National CPA Firms)

Systems experience: Oracle or JD Edwards, Equity Edge or similar systems preferred.

Prior auditing experience using at least one of the following auditing standards IIA, AICPA and/or PCAOB.

Knowledge of COSO criteria required.

Knowledge of CobiT, Gain, GTAG preferred.

Strong technical knowledge of US GAAP and ability to identify and research complex GAAP issues that affect the design of internal controls as they relate to the high-technology manufacturing industry and the Company’s business lines.

Prior experience working with Oracle or similar ERP systems and auditing IT application controls preferred.

Proficient with Microsoft Office Suite, including Word, Excel, PowerPoint and Outlook.

Experience with data mining and use of CAATs tools e.g., IDEA or ACL preferred.

The Office of Internal Audit and Management Advisory Services seeks qualified applicants for the position of Internal Auditor. Under the direction of the Director of Internal Audit, this position will have the following job responsibilities: (1) plan, organize, and conduct operational, compliance, financial, and investigative audits; (2) provide management advisory services with regard to risk management, control, and governance processes to the university community; and (3) participate in continuing education programs relevant to university auditing, fraud and abuse, and general accounting and auditing practices. The applicant should possess the following functional competencies: (1) ability to prepare clear, concise written audit reports of findings, conclusions, and recommendations with minimal editing by management; (2) ability to recognize problems and recommend appropriate solutions; (3) ability to apply appropriate examination and analysis techniques utilizing appropriate computer assisted auditing techniques; and (4) ability to deliver oral presentations of structured information in a clear, concise, and organized manner. Candidates should also demonstrate and be able to maintain an extremely high regard for integrity and for confidential and sensitive information.  

 

Minimum Qualifications: An appropriately accredited bachelor's degree in accounting or discipline related to the program area, with nine credit hours of accounting coursework; or an equivalent combination of training and experience. As per General Statute: 143-739 - Any Internal Auditor employed by the State shall, at a minimum, have the following: Graduation from a four-year college or university and certification or licensure as a certified public accountant, certified internal auditor, certified fraud examiner, certified information system auditor, professional engineer, or attorney; or graduation from a four-year college or university and a minimum of five years of experience in internal or external auditing, management consulting, program evaluation, management analysis, economic analysis, industrial engineering, or operations research.  

 

This position is subject to the Career Banding Salary Administration Plan. If candidates are not identified at the Journey level, management may consider candidates at a lower competency level. Pay will be commensurate with applicant's competencies as well as budget, equity, and market considerations.

SUMMARY:
To provide quality audit services through providing consultation on enterprise wide projects. Internal Audit evaluates the adequacy, effectiveness and efficiency of the systems of control within the bank and the quality of ongoing operations. REQUIREMENTS:

- Designation as a Certified Internal Auditor, Certified Bank Auditor, Certified Information Systems Auditor, or Certified Public Accountant, etc. is preferred. 
- Minimum of three years internal auditing or comparable work related experience. 
- Thorough knowledge of bank policies, procedures and practices in the areas assigned; with sufficient knowledge of laws and regulations governing banks. 
- Strong knowledge in specific area(s) such as compliance, Information Systems Technology, Financial/Accounting, Operations, etc. 
- Basic knowledge of information systems technology. 
- Ability to handle confidential and proprietary information. 
- Ability to identify, analyze and solve complex issues quickly with logic and reasoning. 
- Ability to work with little or no supervision on audit assignments, determining when to act independently and when to refer situations to superiors.

- Ability to effectively communicate complex issues to bank management, both orally and in writing, in an accurate well-organized, logical manner to effect action. 
- Ability to travel as needed.

PRINCIPLE ACCOUNTABILITIES: 
-Effectively plan and function as Auditor-In-Charge for audits of all areas subject to audit within the company, assigning personnel to specific audit activities and reviewing audit work papers for adequacy of coverage and content to support audit findings. 
- Develop review and analyze the ongoing effectiveness of all audit programs, recommending changes and improvements as appropriate, to General Auditor. 
- Assist in education and development of staff members. 
- Conduct and/or assist with special projects; assist independent public accountants or examiners and support other audit personnel; and handle auditee questions and inquiries. 
- Develop and implement effective audit techniques and procedures and utilize documentation skills which adequately support audit findings within a timely manner. 
- Evaluate and analyze the effectiveness of more complex procedures and internal controls within the assigned corporate or compliance area, using appropriate audit skills, techniques, and judgment. 
- In a timely manner, effectively prepare summaries of findings and audit reports and communicate audit findings and recommendations to appropriate auditee levels, including executive management and the Audit Committee. 
- Develop a high level of analytical skills and evaluate the effectiveness of procedures, segregation of duties and internal controls with a corporate area or enterprise wide project. 
- Perform other duties as assigned.
