I passed part 2 on Monday, here are my 2 cents

material used:
1. IIA learning system (good but not enough)
2. Gleim question bank 2009 version (only did the first 300 questions)
3. CIA model questions ($25 red book in IIA bookstore) waste money, 90%+ questions are included in IIA learning system
3. Internet (Google/Wiki)

time spent:
phase 1: 10-15 hours in 2 months, went through all study units and questions in IIA learning system
phase 2: 8-10 hours in 2 weeks, 2nd round of IIA questions, almost forgot all I learned in phase 1
phase 3: 26 hours in 2 days, IIA post study, model exam (98%+ correct), Gleim 300 questions (got 78% correct), reviewed all questions i missed

tips:
1) know how to use the concept in a real situation > know the concepts > answer the questions correctly > read and understand the textbooks
2) practice makes perfect, test your knowledge by doing lots of questions, go beyond the questions. for example, if you missed a question about Confidence Interval, study the Rational/Solution, if still not clear, google it.
3) if you feel 2 or more choices are the same, it means you are not ready, go study harder
4) i feel preparing for part 2 is like solving a puzzle, when all the pieces(concepts) are coming together into one piece, you know you are ready
