Hi guys,

I'm just preparing for my Part I exam and wondering if someone can help me to understand what I read from New Part I, Section II, Topic 2 of the IIA's CIA Learning System textbook).

The topic is about organisational roadblocks to change and stated the following:

"Organisational structures have the potential to introduce structural barriers to change efforts.

For example, hierarchical or vertical structures may foster a "silo" mentality, where each department focuses on its own interests, procedures, and people rather than co-operating with other groups and supporting a change effort. While this structural isolation may increase the efficiency of individual groups, it ultimately detracts from the organisation's ability to successfully implement change.

Flattened horizontal structures may produce communication barriers between management levels. For example, potentially negative information at one level may be distorted and filtered before being passed up to higher management. Or management plans may not be communicated to front-line employees at all."

I have to admit that I don't have much experience in reviewing a 'real' flattened horizontal structured organisation in the past. What I understand in theory is that there are fewer levels of management in a flat/horizontal organisation structure. So, my question is: Why are there communication barriers in flattened horizontal structures? There should be fast and clear communication among these few levels of management.
