I understand that for government grants an agency may use the value of donated volunteers hours to meet cost sharing or matching requirements. An agency under audit uses on-call volunteer hours and records every donated hour (whether the volunteer is called upon for assistance or not). Would this still be allowable? Is there any guidance out there? Thanks!
