Practice Guide: Building an Effective Internal Audit Activity in the Public Sector

Building an effective IA activity in the Public Sector requires that the chief audit executive first take into consideration both the organization’s risk-based internal audit plan and mandatory and recommended guidance within the IIA’s framework, the IPPF. In the public sector, internal auditors also must give attention to the requirements put forth in public policy and legislation related to the organization’s process or program to be reviewed. These inputs, along with other public sector standards, guidance, and regulatory specifications comprise the public sector context.  Internal auditors must consider how these inputs may affect the scope, objectives, and approach to each engagement as well as the overall plan to optimize effective IA activity.

This webcast adaptation will help CAEs and internal auditors plan and perform internal audit services in the public sector, both conforming to the mandatory guidance of the IPPF and taking into consideration the public sector context and the related standards and regulatory requirements that may apply.  We’ll cover the characteristics that distinguish public sector organizations from those in the private sector and explore how those unique aspects affect internal audit activities, including establishing the internal audit charter, planning and performing audits and reporting the results. We’ll also examine impacts from governance structures of public sector organizations as well as regulatory compliance and public scrutiny and accountability to which those organizations are accountable.  Understanding perspectives and approaches to internal auditing in the public sector will benefit not only internal auditors in public sector organizations but also their stakeholders. In addition, this webcast will help private sector internal auditors and consultants to better understand the public sector operating context so that they are better able to add value and avoid missteps.
